In the shop manual on the basic engine, (Volume 2.3?), it discusses how the hydraulic fluid flows through a restricted passage at the base of the shock to damp the spring. Before replacing the tensioner on my car, I noticed the idler pulley bouncing about 1/8 of a inch during a normal idle. The old tensioner was completely dry. After replacing the tensoner, the pulley did not seem to move much at all.
Since the damping mechanism is at the bottom of the shock, it does not have to be completely filled to be effective, so you should be OK.
