Help, A/C relay question 94' 9k

I have read a lot of posting regarding the relay for the compressor that is located behind the glove box, my question is that due to my car has an air bag can I just get to this from below?
Here is my issue, I live in AZ and today it was an outrageous 111 and for the past several weeks the A/C will work great until it gets warm. Mainly it happens when you turn the car off and then restart it and when the A/C system try to turn the compressor on it immeadiately shuts it off again or will not even try to engage the compressor, the entire time the interior fan is ramping up like normal. I have checked all the pressure in the system, when running, is charged exactly as specified. My question is I have done the calibration and no error codes have been found so I'm at the point of knowing I have some type of relay problem.
I have read the posting and I'm going to try the easiest first and work my way down. First thing is switching the relay with the fog lights. But how do I reach these relays in the dash with my airbag staring at me in the face.
