Jim,
You've got yourself some strange problems there!
The fact that vibration occurs at all speeds and is worst when power is off points away from the two normally common sources of vibration: inner drivers and imbalanced wheels (but see below).
There is one thing I can think of that would cause all these things: a loose outer CV joint nut. If the CV/bearing/hub are not held together tightly, lots of strange vibration problems can occur. Plus the brake rotor can wobble, which pushes back the caliper pistons and causes lousy braking. It doesn't happen often, but it's worth checking, especially since having a CV nut loose is a major safety problem.
Other thing I can think of which wouldn't explain the brakes is defective tires. Tires can fail in such a way that the belts shift as you drive, affecting the balance and "roundness" of the tires. Sometimes you can detect this by running your hand around the tire tread and seeing if it feels uneven. Another thing to try is swapping tires front to rear. One common symptom of shifting belts is that when you get the tires balanced, the car feels great driving away from the shop, but is shaking again within a few hours/days.
