I'll guess brushes, which are part of the VR. But as usual with any electrical problem, check grounds.
At 11.9 volts, the battery isn't charging. It needs mid 12 volts for that.
The brushes may be getting so worn and so short that they are actually bouncing off the commutator. This would be more evident at higher engine speeds. It's also worth trying a simple load test - at idle, check the voltage on the display (and with a meter on the battery). Then turn on all the accessories - headlights, blower on high, seats, rear defroster, and press the brake pedal (brake lights take A LOT of power). See what the voltage drops to. If you're dropping into the low 12 volt/upper 11 volt range (as confirmed by the known good meter), then the VR should be replaced.
I'll bet it's short brushes not making contact at speed.
