The purpose of the throttle stop is to allow the throttle plate to close fully without having the plate jam up against the side of intake tube. The stop takes the full force of the return spring rather than plate. I would take off the intake hose and watch the plate as I adjusted the screw. Tighten the screw until the plate starts to move (open). Then, back off a little to make sure the plate is fully closed. Open and close the throttle from the spring/cable side to make sure the plate is not binding.
Put everything back together and try it out. Make sure the car idles correctly when it is hot (not too high). If the car idles too high, then the stop is tightened too much.
