MY94+ have the cat integrated with the DP and hangs under the engine as opposed to other model years where the cat is separate from the DP and hangs under the cabin floor.
Both style cats do the same thing: turn noxious gases into so-called "better" gases. A cat contains a catylst that does this job. It can be in pellet form, fine-mesh grate form, or flat plates (the latter being used in race cats for better exhaust flow, but much more costly), where the exhaust passes over this catylst and is changed into less-deadly exhaust.
When you install your JT, you will use the metal brackets under the car (already there) to attach the rubber hangers (you need to buy 2 of them) to hang your cat from. Your car will pass emissions (though you said they don't do that testing in your state).
I installed a complete JT and CarSound cat myself in my '98. Easy, but time-consuming. I stopped by a local indie Saab shop to ask a question, and he told me as long as a cat is being installed, I should have no problems with emissions. In fact, here in CT, when a cat is being replaced, the original one must be saved for 30 days to prove that the car originally had a cat and must still have one (in the event a situation arises and the car-owner has to prove one way or the other).
BTW: I passed emissions with the JT/CarSound cat installed.
