current flow thru circuit. That is what the Control Module looks at and compares to the other bulb. If they both would do the same thing at the same time the picto would not come on. Corrosion can eat into the face of the contact metal and you may just have to send the bulb to the lamp retirement home.
If a good Hi/Lo relay was swapped then look to the dash switch leaking current into the H/L relay keeping it on. Blade 86 on my 93's book of the H/L relay is the input of the dash switch to turn the lamps on.
