ODB2 compatibility

My Indy hooked an ODB2 scanning module into my Saab for diagnosing and idle problem once engine warms up.
First, the tool could not communicate with the LH system at all. Why is that ? Does it mean that my Jetronic ECU is fried ? or is it that ODB2 is not compatible with the ECU in the car ?
Second, the ODB2 software could communicate with the DI/APC module. Now that showed the "Throttle position sensor" as being "Open" at idle. Opening the throttle plate didn't have any affect on what the ODB software sees. It still thinks the TPS is open whether or not it actually is.
My indy is baffled by all that. Paid a whole lot of money for scanning, diagnosis and what have you but left with nothing out of it.
The issue is: idle is high and erratic once the engine is warm. In the morning, no problem whatsoever except that at first crank the engine stalls. Second time, it starts and idle fine.
