The temperature gauge reading has nothing to do with the thermostat operation. You got some bad advice if you were told otherwise. The thermostat will open after a few minutes of driving and stay open until the engine is shut off and the cooling system cools down below 80C.
The Haynes manual tells you to check the temperature sender first when you get a low temp reading. The sender has a thermistor that provides variable resistance depending on the sensed termperature. When the coolant is cold, the sender resistance is high. If the sender is defective, it may produce high resistence regardless of the coolant temp. The sender is located on the end of the cylinder head close to the thermostat. Disconnect the wiring from the sender and ground the ground wire to the cylinder head (this confuses me a bit as on my '90 9K I have a single yellow wire). With the ignition turned to the on position, check the gauge. If the gauge deflects, the fault is with the sending unit. Good luck.
