Since it is the lpt, and as you said, doesn't have the APC/turbo guage, you will have to get a vaccuum guage and find a way to connect to before the turbo. something you can check on the car before you even do that is the waste gate valve. It should be located in the backside of the turbo. it will have a rod connecting to a stubby cylinder. This cylinder controls the amount of boost that the turbo is creating. if that whole assembly has siezed in the open position, the turb will not generate any boost. To see if it is frozen, reach back there (while it engine is COMPLETELY cool, unless you don't like the skin on your hand :) )and try to move that rodin the direction that it looks like it should move the lever. If you can't, then try gently moving it with a screwdriver. If it still doesn't work, WD40 the entire assembly, let it sit for a while, spray it again, let it sit, then try driving it. This happened to a friend of mine and that how we fixed it. Hope it helps!
