I do happen to have the electrical manual for this car, I just don't have it at hand right now. The manual is available from a dealer as the Electrical Supplement, for model year 1992.

A lot of possibilities here.

When you turn the key to ON, does the radio work? Headlights? With the key off, what happens when you turn on the emergency flashers and step on the brake pedal?

Step one is to make sure that power is getting from the battery under load. With the key off, the emergency flashers, parking lights, and brake lights should work. Turn the parking lights on, emergency flashers on, and step on the brake pedal. If the lights all continue to work, then you know that the connection to the battery isn't too bad. If the lights don't work, then the problem is pretty straightforward - there is a big voltage drop in the battery wiring. This may be as simple as a poor connection between the battery post and clamp. Or it could be a bad battery cable, or a bad ground where the battery ties to chassis.

If there is a poor connection, you can easily read 12.5 volts (battery voltage, engine off) everywhere it should be. That's because a meter pulls very little current. Once you pull a load, the current through the bad connection provides a massive voltage drop.

If the car works OK with the switch at OFF, try the same with the key at ON. Headlights on, blower on, the works. Battery voltage would be a little low, but the headlights and blower should work. If you get no lights, then I'd suspect the main relay or ignition switch.

Lastly - Key Off and Key ON are fine, but still no start. It could still be a battery cable issue, but less likely as long as you could run a bunch of stuff key ON. Now I'd suspect the Start position on the ignition switch; starter; starter solenoid, and lastly, alarm system. The alarm system on a '92 will keep the engine from starting. If there's a problem in the alarm system, that may be your problem, too.
