Pull the low speed relay and run a jumper wire into where pins 30 & 87 on the low-speed relay would plug. If the fan runs, then you know the fan motor is ok. Next, after the car is warmed-up, feel the bottom of the radiator, near where the 2 level temperature switch is located. If it feels cooler than the top part of the radiator, your radiator could be plugged and there's no flow of hot fluid to activate the switch. The car can be driven without the fan operating. Just make sure that you're always moving and if you encounter a situation where there's no flow of air through your heat exchanger, shut the motor down. On the highway there's no need for the fan to run, unless you're going up a steep hill with the AC on and it's over 100º out.
