The speed of a motor is related to the voltage to it, and the current to the motor is proportional to the load.

Yes, a motor can run slower at full voltage, but it won't do it for long - it'll be pulling a lot of current, and that current is heat. If the fan is hard to spin by hand, then the bearings are shot. If you have a shorted winding, it will also pull a lot of current and go slower.

Since the fan worked fine on the bench, I'm betting that you have a voltage drop to the fan. After all, that's how the speed is controlled in non-ACC cars - to slow the fan down, stick some resistance in the circuit.

I have no image in my head of what you did to wire around the exisiting ACC controller. One side of the fan motor should be attached to a good chassis ground. The other side connected through a switch to a good 12 volt source. If you wanted to make the fan run slower, just add some resistance. Not a lot of resistance is required - the Saab resistor pack consists of a few turns of resistance wire - 1 to 3 ohms will make a big difference in fan speed. Given that, it wouldn't take much of a poor connection in your wiring to slow the fan down. What wire gauge did you use? It should be 16 gauge minimum. Switching a motor load is murder on switch contacts - it's possible that the switch contacts have carboned up.

I'd go after the wiring first, mostly because getting a blower motor in and out is no fun, and a new blower isn't cheap.
