Could a bad FPR cause the engine to run lean?

Could a bad Fuel Pressure regulator cause the engine to run lean during accelration?
All my plugs indicate that they are running at a lean mixture, so I figure the injectors/solenoids are ok. I have checked the pump and changed the fuel filter so these should also be ok.
When I am accelrating, especially from third and upwards, the boost fluctuates.
I have replaced the BPC with a pneumatic adjustable valve, but the problem did not go away.
After connecting an instrument on which to read the mixture from the lambda probe, I found that the engine did not get enough fuel when accelrating. The idle is fine and the car runs fine when driving slowly.
I checked the FPR by disconnecting the vakuum hose and could confirm that the idle changed. Could it still be the FPR?
Does anyone have other solutions?
