It goes out lug #56 a for Hi Beam and #56 b for Low Beams.
Wires under the relay deck take 56a to 56a of the Control Relay to be sensed and divided to the two lights which comes out at #56aL and #56aR for High's

For Lows #56b from the wide Hi/Lo relay feeds #56b of the Control relay where it too is divided and monitored for balanced current flow and comes out #56bL and #56bR.

You can jumper 56b to 56bL and 56bR to run Low Beams. If this jumper allows both lamps to work then there are opens in the circuit paths of the Control Relay. Just now all you need is a test light to see if there is battery voltage at the fuses F3 & F4 for Hi F1 & F2 for Low Beams.

If you have only one lamp working then the hi/lo relay is working. You talk of Flashing for a Hi beam test. Thats ok if you have some one to pull the stalk for you while you watch test light or meter.

I have had poor contact on the lamp socket on the grd pin which cleaned up just by cycling the lamp in and out. That is a pain due to the tight grip and such of these bulbs and sockets.

Just FYI the Hi Lo Relay has a heavy single pole single throw contact to contact into power to bring it to the single pole double throw contact relay which send juice to Hi or Lo.

Cleaning extremely burnt contacts will get you by for a short time but need to be replaced. Marginally burnt contacts will buff out with a dollar or pound note. The linen paper of currency doesn't damage the contacts. Metal filing or emory cloth just destroys it and spreads metal filings all around which is ungood. A fingernail emory board (sand) file is the most extreme thing I use on nasty burnt contacts. Inert filing from the board won't contribute to shorts. Only contact cleaners or alcohol should be sprayed on working relays. WD40 is a petro distillate which is flammable and is just a penetrant not a lubricant. It is hydroscopic (absorbs H2O from air)and rusts things. Sparks can flame it.

Look at our past postings on this. You may have bad grd, wiring, or cracked (open) solder joints. Ain't it fun. Sounds like you are solder literate.
