Question on replacing serp belt tensioner pulley>>>

I removed the belt and the pulley, and noticed the bracket that the pulley attaches to is slightly "loose" (wobbly?), right at the bottom joint (there is a bolt at this point) just before the bracket angles up to attach to the "shock absorber".
I also noticed that when everything was in place (before doing this work), and I would look down at the belt spinning while the engine was running, the tensioner pulley would bobble back-and-forth (up-and-down).
Is this normal? Is this okay? Should I replace the whole pulley assembly instead of just the pulley?
If the whole assembly needs replacing, is there any special instructions on doing this, or is it just a simple un-bolt/bolt-on procedure?
Also, I noticed that the oem pulleys (both serp pulleys) spin more easily and freely (faster and smoother) than the new ones I have to install. I got the new ones as aftermarket ones (one is made by FAG, the other is made in Germany) from eEuroparts--is this cause for concern?
