Is movement of brake MC/valve block/pump normal ?

Hope somebody can help me with this. UK right hand drive 1993 CDE with mark IV ABS.
When pushing the brake pedal hard the complete master cylinder/valve block/pump unit moves about 6mm towards the middle of the car. All the bolts are tight, MC and servo(brake booster) and servo/pedal bracket and the pedal bracket at the servo end also flexes slightly. The floor must not be rigid enough to stop this but I can not easily see any signs of corrosion or cracks.
Problem is the brakes are not that good needing a lot of effort to stop and the pedal is a bit "springy". I am trying to eliminate possible causes.
Also what are the signs of a faulty servo (brake booster) ?
