This is a very common problem on older 9000s. If you take apart the switch, there's a 99.9% chance you will find a little square cam inside which is meant to latch the high beams in the on position. That's what makes the click, the square cam rotating. It's made of a soft plastic, and over time with use, it simply rounds off so that it will no longer latch the high beams. There are a few options (assuming a new relay doesn't fix it, as Rod suggests):
1. Buy a new switch assembly from Saab, bend over and pay over $200 for it last time I checked.
2. Keep looking for working used switches - don't buy any that don't have a solid click to them and feel soft, as you describe yours. Even if it feels good, it might not last long, but I'm going on several years with a good used one.
3. Remove the rounded off piece of plastic inside the switch. Get yourself some epoxy and build it up, then file/dremel/etc to make it more or less square again. I have heard of very good results with this, and there's no reason to expect it won't outlast the original. It's also the cheapest, but takes more time and patience.
Consider yourself lucky - at least your HAVE A relay after your headlight switch, unlike '86 and '87, where full headlight current runs through the switch, which creates even more problems.
Good luck! It could be worse - my '79 Honda's headlight switch failed, giving me high beams only! Oncoming traffic was NOT impressed.
