94 is like my 93's with a panel with all the switches made in it. Great move by Saab on that, Now it is a $200 plus item instead of a switch. Switch is most likely the fault. If window motor will work one way only the wires, motor, linkages are OK; it is just the switch won't work.
The switch handles both wires from the motor and connects the pair one way for up and then reverses the connection (trades polarity of supply from car to motor wires) to reverse the window travel.
Most likely cure if this is all true is to clean the switch. Lots of past postings but it boils down to popping the switch panel up, disconnecting it, taking to work table. Use a blanket / towel / bedsheet as a laydown catch the thing when parts fly out carcher.
Small tipped screwdriver makes a good tool to pry the rocker up and out. Then cotton swabs, peroxide, water, + work should clean up the contacts then you'll have to put it back together.
