There are two bolts at the bottom that go through the oil pump cover and look like they are part of the cover mounting. They are larger than the rest of the pump cover bolts. Also there are some pins that keep the cover from moving from side to side, even when all the bolts are out. The cover has to come straight off. Try tapping the cover with a plastic faced hammer to jolt it loose. It is glued on with silicone RTV at the oil pan end and with anaerobic sealer along the cover/block interface, so it is not going to just fall off when the bolts are out.
