LPT boost pressure w/MBC

I hooked up a vacuum/boost gauge to my '95 9000 CS after installing a Dawes device and took it out for a spin. Conditions: 98 degrees and humid. Never got more than 6-7 lbs boost and that for only a second before it went back to vacuum again. Is this all you can get out of an LPT without replacing the ECU and installing all the other bits? I cranked the MBC up until I was getting fuel cutoff on acceleration and then turned it off a half a turn.
