At WOT it only ignores the lambda sensor input so it goes from closed loop to the predetermined mapping. You always need the AMM signal, it gives you the MAF (mass air flow) into the engine, based on that and on how rich or lean you want to run in that state (preferably rich with WOT and full boost) the LH map determines the amount of fuel needed.
The amount of fuel you can actually inject depends on your injectors (+pressure). Did you measure the duty cycle? Above say 90% you need higher pressure (rising rate fuel pressure regulator?) or bigger injectors.
Boost will drop because the apc thinks it should (knock signal, or overboost) or because of the limits of the turbo (turbine cannot keep up with the compressor). To cut a long story short I think the LH2.4.2 (and the injectors) can easily provide fuel for well above 300 hp. Look for your problem elsewhere. If you want to know what is going on MEASURE: air fuel ratio, EGT, boost, duty cycle, fuel pressure, intake temp etc. I am writing a webpage about tuning the 9000, I will make it public in the near future. Hope it helps a bit..
