kicks on hi speed relay bypassing resistor. This is a reduced voltage start of a motor which is supplied by a not to generous fuse/wiring design.
To test from the thermosw: Unplug Tswitch, You should have the Tswitch plug with 12V on two pins and grd on the other, remove high speed fan relay so you won't fire it by chance, jumper wire from ground to car side socket of plug to Tswitch one pin at a time looking for low fan to come on.
Marking that one replug hi spd relay, then short lo spd pin plus high one of the others. One being ground will not matter, the remaining will be the high and you should at least get a kick of that relay working.
If manually the fan works and shorting at the Tswitch doesn't you may have bad coil windings in the relays (not as likely as:) or corroded / bad wires going up to the relay box from the thermoswitch plug.
If this works the fan then you have checked out by simulating start conditions and seen results in the system up to the point of a working Tswitch. Its old , should be replaced every 5-7 yrs anyway.
