Larry,
In my experience, slowly getting too hot in hot weather on the highway is almost always a bad (=clogged) radiator.
At 75MPH, what the fans are doing should not be an issue - the airflow from the car's motion at that speed is much greater than what the fans can do.
Although it's incredibly unlikely, I have seen one exception to the above. It was on a VW where the rocket scientists at the dealer *reversed* the wires going to the radiator fan! When stopped it was fine, but at highway speed the fan would fight the incoming air and the result was no air going thru the radiator at all. Dealer replaced ~$2000 worth of parts before the lady brought her car to our shop, we fixed it in 5 minutes for free. So next time the fans are running, make sure there's not air blowing forward from the grille!
