O2 sensor voltage drop

AMM is adjustable and 1 month old.
O2 sensor is 4 months old.
My relatively new (4 mos old) O2 sensor seems to exhibit weird behaviour. I have searched the boards and I know that the voltage should swing from 0.2V to 0.8V at idle. And a 50% duty cycle is ideal.
Mine goes from about ~0.7V to almost 0. My analog MM shows 0. My Digital MM shows even a small negative voltage at times. Adjusting the AMM doesnt seem to change this behaviour. It does change the duty-cycle a bit, but the voltage still drops to 0.
If I disconnect a vac. tube (to BPV) for a lean condition, the O2 sensor sticks at about -0.03V on the DMM with no correction.
Whats going on here?
