Going to a larger Aero style turbo I would think would increase your turbo lag even further if you already don't have enough exhuast to drive the smaller turbo. You might end up with heaps of top end power though and even less down low. The 2.1 N/A intake manifold sounds like a good solution because it was designed for an engine that needed to produced more torque down low with out the assitance of a turbo.
The main issue causing your lag sounds like your low compression ratio. I think the car starts off at 8:1 and you have a 2 liter,less torque in the low rpms, engine so dropping the compression even further is not going to do much for response. Another suggestion might be to do the timing mod most of the NG 900 guys are doing on the performance board. It allows for more advance intial timing and greater retard under boost. With a lower comp ratio I would think you could get away with more advance with out seeing knock. By the way the mod is free and keeps all stock controls it just allows the computer to adjust to a greater degree.
