As far as improving the lighting on your 9000, the first, and least expensive suggestion that I would make is to get a set of the Sylvania Silverstar headlight bulb. I installed these on my 1994 9000 Aero and they have improved the light intensity.

As far as driving lights, I did the following:

1. Purchased a 24" long piece of aluminum "angle" bar stock at Home Depot to use as the mounting piece to mount the driving lights on. This bar stock is 24" long, but it is L shaped from a cross sectional view; so the top side will be positioned in the same plane as the front bumper, and the vertical side of the bar is in the same plane as the front license plate.
I then drilled two holes in this piece to match the spacing of the top mounting holes of the front license plate. I removed the top two mounting bolts for the license plate and bolted this piece behind the license plate. You may have to do some minor trimming of the top of the license plate to have the angle piece fit on top of it properly.

2. Purchased two L shaped pieces of aluminum bar stock from Home Depot. I then drilled holes in vertical sides of these pieces to match both the upper and lower holes for the license plate mount of the car. I then attached these pieces behind the license plate with the license plate mounting bolts. I then drilled holes in the horizontal facing sides of these pieces to match similar holes that I drilled in the "angle" bar stock that driving lights were to be mounted on top of. This enabled me to have two additional support points (the lower license plate mounting bolts) for the "angle" bar stock

Unfortunately, the digital age has not yet been embraced by my photograpic capabilities so I am not able to provide any images of this mounting arrangement. It does provide a reasonably secure method of mounting for the driving lights; the only disadvantage is that the lights are mounted a bit (2 inches or so) in front of the front bumper, so one needs to take car in parking.
