I took the switch cluster apart again and everything looked fine. Assuming that there might be some symmetry between left and right sides of the wire harness coming into the mating connector, I noticed a fat red/white pair on one side and a fat red/white w/stripe pair on the other. Black and red were reversed on the driver side.
Lacking a schematic (next on my shopping list) I measured the voltage at this pair and saw that it switched polarity with up/down so I knew it might be safe to reverse them. That fixed it.
A dealer or mechanic must have removed the wires on this side of the connector housing, made some measurements, informed the prior owner of the cost of a window regulator and labor ... and then slapped the wires back in, ignoring polarity.
