The On/Off switch just temporarily disables TCS in case it is slippery beyond the ability of TCS to deal with it. It's possible on extreme ice that TCS won't let the car move at all - so you need to disable it.
The switch has nothing to do with reliability.
A properly maintained TCS is not a thing to fear. Make sure you have the updated throttle body (see previous recent posts here) and that all vacuum lines are replaced. The most common actual system failure (beyond things like broken/unhooked vacuum lines) is the safety valve, a $75 part.
I have a 1993 Aero with TCS, 100k miles, and the updated TB. Only TCS issue in last 4 years (as far as I know history) has been the safety valve.
If you read about TCS here you will know more than 95% of the techs out there ( Swedecar excluded of course! ggg ).
