I just fixed this same problem in my '94 Aero. As SuoTimo states, the fuel pump won't receive +12V until the ECU determines the engine is spinning at least 150 rpm (this I found out from Zeke who posts on this BB periodically) by counting pulses from the CPS. If the mechanic who looked at your car isn't familiar with Saabs, he may not realize that you have to crank the motor while checking for voltage to the fuel pump.
In my case, the problem started out as intermittent no start and eventually became constant. It turned out to be a bad connection where the CPS connector plugs into the harness that goes to the ECU. It's located under the intake manifold, just left of center if you are standing in front of the car facing it. Reseating the connector got the car started and subsequently I used electronic spray cleaner on the connector pins to resolve the problem.
