You are seeing everything else which is connected. I don't know what your talking about when you say 50% voltage. Isolate the device by lifting one side from its connection, place meter on diode check, apply leads both ways, one way should be same a not touching the leads to anything, the other way should read .6-.7 which is voltage developed across the p/n materials in a forward bias mode. The motor diode is in paralell with motor supply side and grd to shunt spikes coming out of motor at shutdown to grd. I'd say you spent diode money when you shoulda bought a beer to feed further testing. Woops
If it is fuse 1 blowing and there is no leakage to grd when motor is unplugged then the motor is probably the gulper of large buckets of current (drawing too much causing fuse to melt).
