ANY car at 209K will come with issues, but I'm assuming we're not talking expecting another 100K out of it. It also implies that if there are any major problems, just walk away, because it's not worth putting the money into it.
There's nothing intrisically wrong with the '92. In fact, short of an '86, there's no 'bad' year for a 9000. And even an 86 isn't bad, just not as good. So instead, focus on 9000 problem areas that can be costly.
Of course, make sure the heat works, AND the A/C. A/C is critical for defrosting. No heat could be as simple as the control wire fell off the heater flap. Or it could be a broken heater flap - At least $600, and walk away time. No cabin blower - walk away. Once warm, set the heater to defrost (yeah, make sure it switches between vent, defrost, etc), and sniff the vents - if you smell a strong coolant smell, it means heater core (see $600+, above).
OK, you've got heat and A/C for defrost. Make sure the brakes work. Turn the car to ON, and make sure the ABS and TCS lights come on, and go off after the car is started (may take a few seconds to go off). You know the lights are working, and go off as they should.
Tranny. Yes, the 9000 autobox isn't very strong - they tend to last 80-100K between rebuilds. If the autobox has 100K on it, then assume it'll need a rebuild soon - walk away. However, fi the autobox is either pretty new, OR original, that's a good sign. Why original? It's my belief that some of the ZF autoboxes just went together right at the factory, and if they haven't died after about 120K, then they probably won't, ever.
Of course, the tranny should shift smoothy - not jarring shifts, up or down, not pausing between shifts, no waiting until very high or very low RPM to shift. A good 9K autobox shifts very smoothly. Harsh shifting, walk - well, you know.
As to TCS, yes it can be a pain when it acts up, but it isn't always a problem. Some cars never have TCS problems, (yes, TCS equipped ones!), and most cars have a few minor ones that are addressable.
