weird humming/whine coming from the dash

My 89 9000T with manual transmission is acting very strange. The past two days, driving home from work, after about 15 minutes in stop and go traffic, I have been hearing this strange humming/whine in the car. The only difference between the morning and the afternoon commute I can only think of the temperature. Mornings it has been in the 50's and afternoon, the mid 80's.
At first I thought it was the fan but the pitch did not change when I switched the fan to different speeds.
I then thought it might be the serpentine belt but revving the car did not seem to alter it much.
I did notice that the whine was consistent as I sat in traffic. When I started to accelerate the sound lessened but came right back as I shifted into higher gears with no variation in pitch with increase/decrease in speed or RPMs.
When I pulled over into a parking lot off the freeway, I really could not hear the whine outside of the car. However, with the engine running and fan running, I could not hear much.
Is there some pump or something that is inside the firewall that could make this sound?
