I'm not a SAAB pro, but If I were you I'd first tighten the belt to, say, 1/2" deflection and see what your edu says. If edu still reads 12.6 or below when you're think it ought to be charging, check across the battery terminals with a multimeter since you say you got a higher reading at the battery than with your edu. If still no good, double check the connections on battery and the wires to the alternator. Then try swapping the VR. You can get at it from below with the oil filter off. Look at the slip rings when the VR is out. If they're crudded up or deeply grooved, you may have found the problem, but then you'll have to replace the alternator.
