Where do new TCS throttles come from anyway?

So, for any of you who missed my whole TCS saga... I ordered a new throttle in the spring, which mysteriously went bad. Todd at eEuroparts was kind enough to exchange it for another one, which really impressed me.
But here's what has me wondering... The one I just got looks like it may have been re-manufactured. It has the same kind of pitting in the bottom of the intake that you see on one that has been used for a long time. But of course, it's totally clean and doesn't look as though it's ever been installed.
So then I looked at the last one I had recieved... Same sorts of things. On that one there are marks in the metal around the vacuum thingy that look like maybe someone used a grinder to smooth it. And more pitting than it could have earned it 3 months.
But, I've never heard of returning a core when you buy a new one. So what's up? Were these rebuilt from the ones that were on the 92's that were recalled?
Also, some have dots of white paint, and some have dots of yellow. Any significance?
