sounds like a burned-out driver's side bulb.
When you depress the button to turn them on, it should stay pressed in and illuminate brighter than it was originally.
When you depress the button to turn them off, it should pop back out (flush with the dashface) and illuminate as bright as the rear foglight switch.
There should always be some level of illumination in the foglight button (or any dash button for that matter) when you turn the headlight switch to "dashlights on" (first position). When you depress the button to turn on whatever accessory requested, then the illumination of that button should become slightly brighter.
But as BWD stated, always check obvious first (ie.: dead bulb) before diving into following the routing of the foglights' electrical system.
