You need to search the past postings on the ACC fan speed controller. It runs from a signal from the ACC which steers a Toshiba darlington transistor into throttling how much resistance is between the motor and its ground connection. You should have full juice on the wire into the module from the fan and if you jumper this to grd it will run fan at full spd. Connectors have had a history of going ohmic and frying so a brown/blackened connector is not unheard of. Postings list sources for the darlington which is an easy swap out if you can solder without destroying things.
