On larger bumps I can understand, but on smaller ones? You might have a crashy ride from a stiff setup, but you should not bottom out - i.e. cause the shock to compress fully and reach its bump-stops. And the HDs are very heavily damped, so you would have a very hard time bottoming those out.
How are you gauging that your shocks are bottoming out? Sound? Ride?
