inside the evaporator box, where you would change the cabin filter, resides the flaps that are controlled for the recirculation mode. There are two of them, a foam covered one that is actuated by a motor on the right side of the box, and the black plastic one you found. The plastic one is not really controlled by anything except airflow, when the ACC is in recirc mode.
when my recirc flap actuator motor died in my 94cs, i was trying to replace the motor and grabbed onto the flap and the plastic one fell out. Over time, the foam one grabs onto the plastic one and they move in unison. Knowing this, i've read that to reinsert it into its hinge points, you would have to take the glovebox/dash apart and install it from the inside or remove the evaporator box (discharge the ac). we've been happy without it and the air blows really freakin' hard now!
