surge when automatic trans downshifts

After 17 years driving two 9000T standards, I'm now driving a '98 9000T automatic.
I miss the additional acceleration of the standards but that’s a minor point. The real issue for me is that there's a very annoying surge at 36-37 MPH when the car is decelerating. It happens every time, e.g., accelerate to 40MPH, remove foot from gas, wait for surge.
BTW, surge may or may not be exactly the right word, but there is a pronounced unevenness in the deceleration as the car downshifts at 26-37MPH. If you have your foot on the brake it almost feels like the car is pulling against you momentarily until the shift completes.
The service manager at the dealer from whom I bought the car road tested it and said, "all 9000 automatics do that." My question to the 9000 auto drivers out there is whether this is true, and if not what do I look for or tell them to look for?
