Fuel pump or CPS? '95 Aero

I have a '95 Aero with TCS that won't start. I've swapped the DI, black Saab 4prong 'fuel relay', and grey Bosch 5prong relay, and checked fuses. No go. I don't smell or see any fuel on spark plugs after cranking.
I have read on past posts that if the CPS is bad that the RPMs will not 'bounce' on the tach. If the CPS (crank position sensor) is bad it will not allow the fuel pump to work. I don't have any bounce on the tach when cranking.
I tried wiring fuse 14(fuel pump) to 22(hazards) and cannot hear the fuel pump run. With a voltmeter, I'm getting 11 volts on pin # 3 of 4 on the fuel pump. No voltage on other pins with ignition on but not cranking. A rubber mallet pounding on the bottom of the tank will not kick the fuel pump on.
There was no warning of failure, and the temps are now cool in Toledo OH.
Is it absolutely true that if there is no bounce on the tach that the CPS is bad? Have I proved that the fuel pump is bad? What am I missing?
By the way, the battery seems good, though now recharging after all of that cranking... And the tank is full.
