First, a question - do you have ACC (automatic climate control) or manual (knobs?). What year car is it? In the manual control cars, the AC is a snowflake button on the dashboard next to the recirculate button, and heat is controlled by knobs.
Some of what you've written doesn't make total sense, so some basics-
The outer pulley of the AC compressor turns all the time. When the compressor engages, the center part of the pulley will spin. If the center part of the pulley isn't spinning, the AC compressor isn't 'on'.
With the heat off, you can easily get cold air through the center vents without AC. The AC doesn't work only on the center vents - it works on all the air coming in through the cabin. A flap mixes outside air with air from the heater core to set the temp, and then passes it over the AC condensor, so you can actually run the AC and heat at the same time - great for defrosting, as the AC pulls moisture out of the air.
I ask if you have ACC, because it will cycle the AC as part of defrosting.
Where I'm confused is when you say blower. The cabin fan is separate from the Air Conditioning. If the blower fan isn't working, then that's an issue to be worked. I suspect something is fishy in your description because you say the AC is coming on and off while you drive - how do you know?
Since temperature is set with a mixing flap on the heater core, you can get variations in temperature if the flap isn't right, without the air conditioning coming on. That flap is controlled by a servo in ACC systems, a knob in manual cars. If the flap is flapping free, you could get some pretty impressive temperature swings without the AC coming on.
THe ACC system measure the cabin temp. If there's a problem in the ACC control, it may also be causing temperature swings.
So - What year car? Does it have manual or automatic temperature controls? Does the cabin blower fan work properly? How do you know the AC is coming on (or off) while driving?
