I'd say it's a good chance your friendly neighborhood dealer also screwed you CC.
Since the CC controls speed, engineers like to make it fail safe- that is, most failure cause it not to work. The alternative being a failure causing the car to speed up uncontrollably and ram a school bus full of kiddies on the way to the Trial Lawyers Day Care Center.
Two places come immediatley to mind- the clutch switch, and the vacuum pump line. There are switches at the brake and clutch pedals to kick the CC off if you hit either pedal. A misaligned switch there is the most common reason for the CC not to work. The CC uses a vacuum pump to run an actuator that pulls in the throttle. If that hose is knocked off or damaged, it won't hold vacuum, and the CC won't hold speed.
