Will cause fires and wire meltings, but damage will in general be limited to the batteries and the jumpers. Why? You are essentially creating a SuperShort across the terminals of your battery. Voltage will drop to zero (possibly even slightly negative, but not greatly so). As far as the car's circuits are concerned, the whole event looks like a dead battery ... no volts.
Much worse is running the car with the battery unhooked. Then, the alternator will send voltage spikes which *can* blow whole big bunches of circuitry. The low voltages you are reading are from your dead battery.
