I had it done with a hoist of other things, but it is not cheap. the serpentine belt you can do yourself, replace the tensioners while in there.
for the timing belt the serpentine needs to come off as well, so doing that together makes sense. If this is a '96 chances are you have the updated tensioner assembly for the timing belt. IF not, this part is expensive, in the $450 IIRC.The belt is behind the black cover at the side if the serpentine belt and pulleys.
Thing is, if you make a mistake when replacing and get the timing even slightly wrong, you will destroy the heads. Saab prescribes a special tool to keep the cam sprockets fixed in TDC position while working on the belt/ tensioner.
I remember getting a mail from someone on this board who was planning to do this job in an interesting way without these tools: by cutting the timing belt over the length of it, taking half of it off, and sliding the new one on while the remains of the old one keep the engine synchronised.

Very interesting idea. Dunno whether he succeeded.

But first just check the records and look for belt and tensioner changes. IIRC the change of timing belts mileage will also be indicated on the timing cover. That is common practice on timing belt cars, at least.
