you will have to drill it out if you don't have anything to grab onto. You should be able to use an easy out extractor if you have access to one. If the bolt was removed last year it shouldn't be too difficult to remove. Actually now that I think about it, any easy I have ever use is for conventional thread. If I don't recall if the tensioner bolts are reverse thread. You may have to simply drill it out.
It is highly reccomended to use a new bolt on tensioners or idler pulleys, and use a torque wrench to tighten it to the correct torque. Once these bolts have been properly torqued, the bolt becomes permanently distorted just like a head bolt. Any sencond try and the integrity of the bolt can't be guaranteed. Sometimes it will hold, sometimes you will get an overstressed bolt that snaps off. The cost of a new bolt is cheap insurance against your pulley giving you grief and leaving you on the side of the road.
