My limited understanding: 1. Does the heat work with the ACC set to HI? If so, you may have a cabin temp sensor problem. 2. If not, you have to examine the air mixer flap area. As you switch the ACC between LO-HI, an actuator moves the mixer flap arm to regulate the amount of heat coming in. To see it in action you have to remove the center cover immediately below the windshield area in the engine compartment. (this area is commonly called the aquarium on this board). As someone else switches the ACC between LO and HI, you should see the mixer flap arm being moved back and forth. Commonly the arm breaks in this area and SAAB has an inexpensive kit to fix this. In my car the arm broke inside the housing where the mixer flap lives. This is an extremely difficult repair, search 'blower motor' for more info on this one. If the actuator doesn't move the arm at all, then the problem is either electrical or mechanical with parts that live under the dash. For this I cannot help you.
