Are both balance shafts off to the same side? Did you use new guides, chain, tensioner and sprockets?
When you move the chain one tooth to the other side, does the mark on sprockets get more out of timing than 3mm (the opposite side)?
I know it can be a pain to get the chain on properly since the shafts rotates opposite each other. And the balance shafts moves pretty quickly with just a fraction of crank shaft move.
If you have tried different positions of the chain and end up with the 3mm (approx 1/8") being the best one, I guess you have it right.
With new guides, chain and the works the marks usually end up "right on the money"
