Unfortunately what it means is that the solenoid is probably working fine, but that there is another problem in the system not allowing you to generate much boost. This could be that you have a vacuum leak somewhere, it could be the turbo is in need of replacement and is only capable of putting out less than normal boost pressure. It could be that you have a pressure leak between the turbo and the engine robbing you of power or that the APC system is detecting a fault and is limiting your to a safe boost level. This can sometimes be caused by a defective knock sensor making the APC think there is knock happening when its actually not. I would first do a thorogh check of all vacuum lines on the car and replace the old ones. You might want to check the wastegate solenoid on the turbo to make sure it is not stuck open and blowing out all your boost before it gets to the engine. Just move it back and forth with your hand to check it is not open all the time. If all else fails,then, I would disconnect the APC computer box and start it up and take it for a quick spin, but be very careful as if it is the problem you will generate overboost very quickly but you will have found the problem.
