white sludge at bottom of dipstick now what ? (long)

While checking the oil today I was horrified to find white sludge on the bottom of the dipstick.
Am I correct in assuming it is water in the oil ?
I have been running with the breather out of the valve cover for the last couple months as the rubber grommet is shot and the dealer is taking for ever to get a new one in... could condensation be getting into the motor fronm here ? It is cold out lately and I park in a heated garage
Possible head gasket or retorque the 97 2.3 head time ?? Or just low grade oil from the last time it was changed at costco (5000 miles ago)?
Can I just change the oil and let life go on ??
